In 1903, Grahor&#8217;s company engaged Viktor Kova\u010di\u0107, who made several proposals, for the design of the square. However, the mayor of Zagreb, Milan Amru\u0161, proposed to call for tenders, so that during 1904, the City Building Office would consider Kova\u010di\u0107&#8217;s arrangement proposal and propose it for execution. However, due to the death of Bishop Josip Juraj Strossmayer, the work of the competition jury is postponed until June 9. Four applications were submitted to the competition: two by Viktor Kova\u010di\u0107 (motto: &#8220;Vir I Vir II&#8221; and &#8220;Kocka&#8221;), and one each by the architect Stjepan Podhorski (motto: &#8220;April 1&#8221;) and the respected drawing teacher from the Trade School Marko Pero\u0161 (motto: &#8220;Who knows better, the field gave birth to him&#8221;). Since the tender program was poorly prepared, Kova\u010di\u0107 and Podhorsky initiated &#8220;an action that was supposed to be created so that the tender would not be accepted&#8221;, and to withdraw the tender grounds that had already been submitted. However, the &#8220;action&#8221; was not well prepared and things start to get out of control. The second prize was awarded to Pero\u0161, and finally the third prize was awarded again to Kova\u010di\u0107 for his work under the motto &#8220;Dice&#8221;.
